Abs is not only about body fat, it's a muscle that needs to be developed to show. You can be 10% and have no visible abs.

you can get the glands removed, it's a simple procedure done in local anesthesia. shouldn't leave you with any scars unless you go to a butcher.

one great way to know if you have excess fat in your stomach or chest area is by doing a plank and looking at your body
if your chest looks like puffy titties during a plank, then you have gyno 100%

you have fat depositions, they're probably on the outer lower side of your chest and tuck slightly underneath the nipple, you can tell because it's obscuring the entire definition of this part of the chest, you might have some degree of gyno but minor amounts don't actually make your nipples look puffy, it's the combination of fat that does that, and when it's fat it looks pudgy and soft rather than just an erect nipple.

Guide on how to fix pseudo-gyno, and lessen real gyno permanently, non surgically, and with no virtually no down-time.

You clearly have a slight overgrowth of breast tissue since your nipples are clearly protruding in that lateral view, but it's very minor
