Fat alot of times does not survive long term if it is not harvest from the eye area itself.

They take away fat from lower eyelid and inject it under the eye, but you don't have lower eyelids. Also, this technique is a trade off and often times leads to the dissapearance of a 'squintish look'.

They dont take it from your face as the goal is to gain volume they take it from your belly, tigh, back.
And after the recovery is over the results are permanent new fat pads

a modified blepharoplasty with fat repositioning is a common technique surgeons use where they take excess fat (eye bags) that the patient MIGHT have (which is why he said OP doesn't have it so he doesn't qualify) and reposition it in the tear trough. This survival rate for this fat is near 100% since it is only being repositioned and not completely transferred.
