So my eye pfl is 35 mm , should I get lateral canthoplasty and increase pfl or should I just get something for undereye ?

35mm is well above average, you don't need it for PFL. Better get something done for the undereyes instead

Ya , so that should be my best bet on getting a better height to width ratio for eye , right?

Yes, you shouldn't have to rely on PFL compensating for the height to width ratio when it's already very high. Lower eyelid retraction would help
