Do naturally skinny(ectomorph)guys has less than ideal testostrone levels?

The type that doesn't get fat and can eat like a hippo, has narrow and small frame and his body is overal skinny and lanky.
Can we say a guy looks like this because of genetics and his test levels are normal
Or he got less testosterone and looks like that because of lack of ideal hormones?
And I know hormone leves are also genetics too

Skinny > chubby end of argument and the point is that they stay skinny (again preferable to average chubby normie) while eating a lot of food which is enjoyable and a good cope
