The only thing I came across when googling it was "Penile angiokeratomas" which is not the case.

It seems like it just discoloration, possibly from urine?! Maybe the Ph difference between urine and skin caused that, dunno tbh.

I started applying vit c serum on it last night (surprisingly, it didn't itch at all even though it was 23% Vit C. I'll do it for 2 weeks, if it doesn't improve I'll add AHA+BHA on the routine to see if I can fix it.

Pretty sure applying AHA+BHA directly to your glans is going to fuck it up, I only have redness in the place your circled but I think it's due to fapping, on my second day of no fap so we'll see where it goes.

any time i tried shit like heavily manufactured moisturizers it made whatever I had worse, try nofap for like a week and put unrefined virgin coconut oil under your foreskin (I'm assuming you're not a jew and still have it) nightly, that usually fixes whatever discoloration or inflammation I have because it softens shit up and is a natural minor antibacterial, if that doesn't work then you're probably fucked and are going to have to experiment with whatever chemical exfoliant you were going to try out.
