I think less, but could be wrong. I do think Things got patched less vulns less Backdoors, end to end encryption etc. Like in 2013 this xkeyscore was insane

The intelligence agencies are going dark nowadays i believe.

probably way more because we dont know anything about the zero days in the wild that are exploited by them
