Ceteris paribus, cutting carbs does next to nothing/nothing.
If you're going to be eating protein in place of the carbohydrates, sure, because protein takes more energy to digest and will yield a non-negligible increase in your NEAT.
If you're going to be eating fat (or a mix of fat and protein) in place of the carbohydrates, no.
