Does every ortho do elastics?

ive called almost every ortho, the ones that use self ligating brackets and they all use some type of class ii elastics for my deep bite, which causes downward growth, i asked for a herbst appliance but they said they have it in their office but they usually start with rubber bands cause its so uncomfortable
