Does eyelidpulling pull the eyelid skin up or the fat down?

Because I’d like to pull my eyelid skin up on my outer eyelid

Eyelid pulling doesn’t ‘lift’ anything structurally long term. You’re just stretching thin skin and maybe displacing fluid. If your fat pad or levator aponeurosis is the issue, mechanical tugging won’t do shit,go surgical or live with it. Micromanaging skin tension won’t override genetics.
