Does frame size indicate testosterone levels?

Say someone has thin ankle joints and wrists and overall smaller bone frame, does this indicate low testosterone? Or rather does low test cause a small frame? I'm not sure as even in children you can see those that have larger overall frame and joint sizes while others very narrow jointed before they even hit puberty.

Androgens are known to stimulate longitudinal bone growth as well as radial bone growth, thereby increasing the cortical bone size.
