Im skinny fat and im currently 14 5'8/9 Would being in a calorie deficit hurt or stop me from growing ? Im probably like 20% body fat

potentially it could hurt yes but instead of going into a calorie deficit just do body workouts

Just go for maximal growth, there's no reason to drop weight now, instead go to gym.

You’re 14 which is when growth is most rapid. Optimise your diet, sleep and exercise as much as possible. Do not go into a crash diet or significant caloric restriction as that could stunt your growth
