Does cardio affect hyoid skin at all
 
If you mean under the chin area, or the skin over the hyoid region of the neck.. then yes, lowering body fat% will reduce the fatty layer under your chin and mandibular projection will improve in general. Steady-state cardio will be optimal for this, 20-30+ minutes at a consistent pace. Not zone 1 or sprinting, steady, consistent.
