idk tbh im not too knowledgeable on eye area but whatever your problem is orbital decompression and canthoplasty should do the trick jfl

No. I don't think so. If there is a surgery you should do instead, I recommend doing a lower Blepharoplasty which could keep it the lower eyelids how you want them for decades if not permanently.
