Does starving really help lose visual fat?

Ive been trying to get myself to start starving, I'm 14, approx. 181cm, and I'm 180 lbs (81.67kg), but my cravings always get the better of me. There was a time I starved for a week and lost about 7 lbs, but I saw no visual change. If I start fully starving for weeks let's say, will I actually start losing fat? My belly isn't a huge problem, I hate my love handles and I hate my face fat, debloating tips could also help.

I heard that when you starve, your body holds on to every peice of fat to replenish, I could be wrong here but wouldn't this be counterproductive? Would like some advice, thx
 
Oh and another thing I would like advice on combating is gyno, I absolutely despise it

Don't starve during puberty or you'll look awful, best advice is to work out , eat in a slight caloric deficit and you'll gain muscle and lose fat. When you have more muscle your body needs more energy so you can eat more anyways.
