Yes, topical Finasteride works primarely because of the dalton rule. Finasterides molecular weight is 372.549 g/mol. Since it is below 500, it can penetrate the skin. Dutasteride for example can't do that, because Duts molecular weight is 528.53 g/mol.

Keep in mind that topical Finasteride will go systemic, but obviously not to the extent of oral Finasteride.
