Based on toxicological data, none of the substances listed are typically poisonous in very small, trace amounts such as those found in consumer products, cosmetics, or personal care items. However, some can be toxic or cause significant health issues if ingested or inhaled in high doses.
Studies and clinical guidelines suggest the following ranges for low-dose oral minoxidil when used for hair loss:

Based on scientific data regarding the toxicity of these substances, an ingestion of 0.057 mL (which is roughly 1 to 2 drops) of a mixture containing these ingredients is highly unlikely to be dangerous or toxic

The main reason that this is said to be dangerous is because It is easy to do it wrong and use too much. I have just proven that .06 of the solution would be safe to ingest daily.
DOING IT SAFELY
Use a 1 mL Syringe: A 1 mL syringe is the most precise tool for this small volume.
Read the Lines: Look for the, generally, 0.02 mL markings (0.02, 0.04, 0.06, 0.08).
Position the Plunger: Draw the liquid until the top black line of the plunger stopper is precisely on the mark.
Eye Level: Measure at eye level to ensure accuracy.
Check for Air: Ensure there are no air bubbles, as they will disrupt the accuracy of such a small measurement.

360 / .06ml = 6000
6000 /365 = 16.43836 years. It will prob expire b4 you can use it all, however, 1 bottle of oral is about 15$ and that's for a 60 day supply. For a duration of 16.43836 years, assuming you take one pill per day, the total cost would be approximately $1,501.03.
$1501.03 > $33
Not risky
In over 1,000 patients treated with low-dose oral minoxidil (LDOM), the most frequent adverse effect (AE) was hypertrichosis in 15.1%. Systemic AEs included lightheadedness in 1.7%, fluid retention in 1.3%, tachycardia in 0.9%, headache in 0.4%, periorbital edema in 0.3%, and insomnia in 0.2%, according to Sergio Vañó-Galván, MD, PhD, of the Hospital Universitario Ram on y Cajal in Madrid, and co-authors, including some from New York University in New York City and the University of Miami.
And this was with old people.
