Police and judges can use discretion, laws are harsh on purpose to be able to punish most, but the letter of the law isnt always followed. In America, 2 minors having sex is technically them raping each other, but nobody ever gets arrested for that based on discretion, the prosecutors are never going to bring charges against that. The reason u need a law against it though is incase there is a predatory situation in which case hopefully law enforcement uses proper discretion.

Most european countries aoc is 14-16. In the US its 18, and in some its 18, but if you have ur parents consent u can legally get married and probably u can get a girl pregnant and if ur close in age i doubt a prosecuter would bring charges against u.
