Women have higher levels of estrogen which increase facial fat, not to mention they also have higher body dat percentages on average compared to guys. It’s a matter of weight and face fat.

Women's faces undergo less development than men's. It causes them to have more compact mid-faces and better a FWHR because the upper jaw doesn't grow and make the mid-face longer. If your face develops more and grows longer, the maxilla and lower jaw will need to project outwards to retain that forward grown proportion. (This is why I'm a believer in mewing. It's about proportions and men's development affects those proportions. This is also why some men who were attractive before puberty are not attractive after puberty finishes.
