Evolution is a gradual change over successive generations.
Okay so how can a cat become a whale (something very similar to a whale)
Well first of all, you have to know how evolution even takes place. Through genetic mutation causing variation within a population.
These different traits allow a life form to survive and reproduce at varying degrees of success. A trait that is adaptive would successfully reproduce itself more than a maladaptive trait, even if that change in reproductive success is only an increase of 1%, it's still significant, that trait will slowly become more prominent.
Now a cat is a mammal, just like whales so you chose an easy one.
Now lets say some cats are living next to a river and there are lots of fish in that river but not a whole lot of food on land. Some of those cats decide to try catch fish, now they can swim but not very well.
Now some cats are a bit better at swimming just from natural variability. Their coats are slightly better able to maintain heat under water. Similar to an otter. So these cats can stay in the water for longer as they wont get as cold, they can get more fish and therefore are more likely to survive and reproduce. Now their genetics are slowly turning into the norm.
Now after several generations where the cats that can swim better than average through better heat insulation or small changes in how their bone structure is formed that allow for more efficient swimming, these cats now have thick fur that keeps them warm in water, their legs are somewhat web like, allowing for better propulsion. It's now clear that this population of cats possess a distinct phenotype from what they were before.
Now these cats keep going with their environment, after a long time of continual slow change. Their hind legs are getting stronger and their paws are slowly getting bigger they can push water more effectively. Their front legs are also getting more web shaped to move water more effectively. Their heads get more streamlined, their necks get thicker so it's just a continuous transition from body to head.
Now after even more time, their legs slowly get more fin shaped, their limps start to flatten out, allowing for much more efficient water travel, they are now not able to get on land anymore, they have been totally isolated from the normal cat population, their genotype can only drift further.
Slowly, their back legs start to more closer together and eventually fuse at the base and continue fusing further towards the ends. Their front legs are now effectively just fins. Their nostrils had slowly moved up to the top of their head, turning into a blow hole.
Hmm, as you can see from that description, that cat sounds awfully like a whale. Could it reproduce with a house cat? Prolly not, sounds like it's far too genetically distant to reproduce.

I didn't say anything about disproving it, the proposition hasn't ever come close to being empirically demonstrated and like I said it is absurd within its own description so I won't even begin to take it seriously and take the time to investigate it. It is ridiculous to assume the existence of a disembodied all powerful omnipresent mind in our reality. It is a gross violation of occam's razor, you're trying to solve a mystery by appealing to a waaaaay bigger mystery that will put you back at the origin of the problem.
