Yes that can definitely an IOI. Emphasis on can, some women can be shy, awkward or just incredibly friendly. Sometimes not always. This is why signals are hard to misinterpret.
What's the setting? It's not like classroom, workplace or grocery store. Social setting matters. You work in a club as security guard. Ofc people are more 'open' there.

I disagree. I'm always around in the same vicinity as women, my current job even MORE so. Even my previous job in the office had a good amount of women, and the university I went to had more women than men. Even my gym has a good balance.
I can't recall library or classrooms or similar settings. It happens in the movies, but for subchads you need that strong IOI as mentioned.
House party. Two occasions. I didn't even know they were interested, I'm not sure they were tbh more just the circumstance. They had a couple of drinks and then get very friendly and outgoing. Entire personality changes. I never drank ofc, but was low inhib enough at the time not run away. I don't think I ever came across anyone who didn't meet someone else at uni if it wasn't for house parties, clubbing and/or bars.
I meant circumstance. These women are still strangers to you and you are a stranger to them. You can only cold approach women at the gym, class or at your job.
