you measure it at the arrows (widest horizontal peak of the cheekbone) and compare it to the nose, if it's past the mid point they're low.

truly low cheekbones aren't very common in men by the way, you see it more often in women.

UNLESS you have a long ramus, but not many people do.

and even then it doesn't look very appealing.

there's also different angles of protrusion, cheekbones tend to protrude more forward in caucasian people, rather than sideways as they do in mongolians.
