DISCLAIMER BEFORE READ
In Man of Steel (2013), the Kryptonians (Superman's species) center around a society that replaced natural brith entirely in favour of genetic engineering. Krypton uses an artificial birthing facility where embryos and fetuses are pre-assigned highly specific genetic coding and are stored away in these pods for gestation.
Their genetic code is harvested from the "Codex" that holds the genetic buleprints for all Kryptonian bloodlines which Superman's father steals later on. Kryptonians babies each gets assigned different specified genetic coding so they are genetically pre-destined to fulfill their respective societal roles to their fullest capibilty (e.g., workers, soldiers, scientist, warriors, leaders). Basically in the conext of Krypton society, eugenics and genetic selection is considered the bluepill and norm for their society in contrast to our society where eugenics is the "blackpill" as it is heavily criticised and scrutinised.
Again in the context of Krypton, Superman's father is the blackpilled chud that go against the bluepilled norm of eugenics. He was the first in centuries to have his child illegally conceived through natural birth instead of being artificially bred. He then stole the Codex and fused it into his son's DNA, so Superman now has the genetic data of billions of Kyroptonians stored inside him but it does not alter Superman's own personal genetic makeup.
Why is Superman's father doing this?
He wants his son to have free will, to have the freedom to make his own choices and choose his own destiny instead of the pre-determined rigid, caste driven eugenics breeding that Kryptonians use. He wants his son to be the continuous living representative and embodiment of the Kryptonian race and possibly to repopulate Kryptonians on earth with the artificial birthing facility inside a Kryptonian spaceship hidden in the Canadian artic thousands of years ago without the specialsed selection of genetic traits of course. Since Krypton was in near end of the world, his father quickly sent him to earth before the military forces came to stop him.
Conversely, the main antogonist, General Zod (artifically bred himself) views Superman's birth as an abomination and wants the Codex to rebuild Krypton exactly in accordance with Krypton's eugenics breeding. So now with Superman sent to earth along with the Codex inside him, General Zod cannot rebuild his idealised Krypton after the destruction of Krypton. General Zod later then tracks down Superman on earth with the intent of killing Superman so he can extract the Codex from him to rebuild and repopulate Krypton on Earth.
Is Superman's father POV retarded?
Yes. He argued that genetic engineering is what made them weak and blind to their own destrictuion. Before artificial breeding, they were making impossible scientific advancements, exploring space, colonising planets etc. After articial breeding, every Kryptonians was engineered to fit a specific role, which caused in a lack of imagination, freedom of choice and adaptability to other issues outside of their intended role that resulted in them abandoning their space exploration and colonies. Without colonisation, they exhausted all their planet's resources to the point of dooming Krypton to explosion.
However, genetic engineering was never the root cause for their planet's destruction. Krypton was highly successful and advanced civilisation as a result of extensive eugenics breeding not the contrary. The purpose for the creation of this artificial breeding in the first place was to maintain and improve the genetic traits that propel them to their success. Through eugenics, they've created genetic specimens with accomplishments so remarkable to the point that their civilisation no longer require space colonisation to sustain their highly advanced civilisation. Even if artificial breeding system was faulty, it should be altered and amended to better achieve their societal goals, not to be entirely dismissed for non-selective natural birth. Krytonians like Superman's father (scientist) should be the ones responsible for the constant fixing and upgrading of their eugenic system, not abandoning it. Although this movie tries to frame eugenics as "muh muh eugenics baddd muh eugenics evil", it actually only further supports and justifies eugenics. Superman the naturally born untermensch, could hardly defeat any of the lower-ranked Kryptonians soldiers even with the help of his father's holographic ghost and interferences from humans despite being already adapted to earth's atmosphere and exposed to earth's sun longer the other Kryptonians which should provide him with superior powers and capabilities (e.g. flies better & laser eyes).

Meanwhile, the genetically bred ubermensch foid warrior easily obliterates Superman without trying, even mocking Superman's inferiority mid fight. Since Superman possesses free will due to his natural birth, he as a Kryptonian decides to make use of his freedom of choice by destroying the "world engine" that terraforms earth atmosphere into Krypton's atmosphere, destroyed the spaceship in the Canadian artic wtih the last functioning artificial birthing facility, and killing every remaining Kryptonian in favour of humans. He effectively ensured the extinction of his species/race upon his death in this movie. This is the result of Superman's father prioritising morals and his own selfish philosophical principles over guaranteed objective results. Take USA for example. From 1790 to 1924, there were a series of foundational laws that built a whites-only naturalization and immigration in USA.

Restricting citizenship through naturalisation to free white persons of good moral character to become an American citizen.
2. The Immigration Act of 1882 (Chinese Exclusion Act)
Restricting immigration based on race and class, specifically immigration of Chinese labourers.

Banned immigrants from almost all of Asia, including India, Southeast Asia, and the Middle East.
