He probably just means to say that because a lot of the blacks in the UK have Caribbean heritage like
places from Jamaica,Trinidad,Barbados etc ,many of them will more or less have white admixture,similar
to the blacks in the US that it sort of makes them less black I suppose than those from Sub Saharan
ancestry for example

I have also heard him say something similar in one of his livestreams.

It’s very rare to find West Indians in the UK outside of main cities… and 93% of black Brits are African now so that’s nonsense
