Im from Bulgaria and I really can't find surgeons here who do fat grafting, so anywhere near Bulgaria or in Europe, where can I get fat grafting?

It's known as a country that botches alot of people, so idk about that. Do you think country matters for technology? For example if I have enough to spend and decide to go to Korea or Bangkok only for fat grafting, do you think I will get better results or just find someone here in Europe?
