It is the same shit, just different names.

"Flat maxilla" is usually a reference to maxilla, that is prominent near the teeth (lower part), but recessed in its upper part, especially paranasal region. Asians have this "by construction":

Note how her teeth protrude beyond her browridge. She is NOT recessed in her lower maxilla (at first glance). But she has a flat or pancake face, because her paranasal and area near the eyes (upper maxilla) is recessed.

Typical flat face. However, in Pattinson's case, both the upper and lower maxilla are recessed.

Flat and recessed are different.

Flat means the maxilla has short depth. In other words, the length from the back of the palate to the front teeth is short.

The maxilla on the left is a flat maxilla. It’s depth, or length from front to back, is small. This doesn’t make it recessed; the maxilla would be flat even with optimal development.

Recessed means the whole maxilla is underdeveloped and is positioned too far back. When the maxilla is recessed and the mandible is not recessed, there’s an underbite.

This maxilla is recessed. Look at the backmost molars. The upper molar is way behind the lower molar. The whole maxilla is offset backwards, or recessed.

I can only put on the tip of my tongue on my palate while meeting does that mean recessed or flat

It means your drawing skills are shit as well as your command of the English language because I still don't know what exactly you're talking about. Whatever you're doing with your tongue really shouldn't matter. Take a look at the pictures that were shown above to see if it's flat or recessed or what.

Can you dramatically change a flat maxilla with surgery?

think I deciphered wtf OP was talking about.

OP was nonstop misspelling the word “mew”. think they’re saying they have a hard time mewing because they feel like there’s just room for the tip/front of the tongue on their palate.

I have the same bullshit so idk what it is but would be happy to learn more.
