The maxilla on the left is a flat maxilla. It’s depth, or length from front to back, is small. This doesn’t make it recessed; the maxilla would be flat even with optimal development.
Recessed means the whole maxilla is underdeveloped and is positioned too far back. When the maxilla is recessed and the mandible is not recessed, there’s an underbite.

This maxilla is recessed. Look at the backmost molars. The upper molar is way behind the lower molar. The whole maxilla is offset backwards, or recessed.
think I deciphered wtf OP was talking about.It means your drawing skills are shit as well as your command of the English language because I still don't know what exactly you're talking about. Whatever you're doing with your tongue really shouldn't matter. Take a look at the pictures that were shown above to see if it's flat or recessed or what.
