Think about it, if someone steals $5k, is throwing that person in jail solving the problem? I don’t think it is, because jail is funded with taxpayer money, meanwhile if that person returns the stolen money said problem is solved.
This could be done with certain kinds of slavery, such as forced labor, but in some cases forced prostitution would be better, as it can make money quicker while also satisfying some people’s sexual urges.
