I think this is also dependent on facial width - if you have a wide skull your shoulders will look narrower than a guy with the same shoulder width but a narrow skull.

Bases on my measurements of pics, a 3:1 ratio is the minimum not to look subhuman and 3.5:1 looks like a chad. The Photoshop on the previous page are approaching 4:1 ratios.
