Free BSSO or brace elastics

Context:
In my country (france) if you start your orthodontic treatment <16, It's fully covered by the french social security system. I started my braces' treatment at 13 but never really put my elastics (rubber bands) because I always forgot, even tho I knew it would develop my lower jaw. As a result, I'm still super recessed at 16 and only a few months remain before it's too late for it to work properly, since the treatment mainly relies on growth. He's also concerned about that and said that if I keep going like this, I'd have to go to the surgeon in order to perform a jaw surgery to correct my overbite.

Questions:
Thus questions came to my mind:

Should I:

A. Wear my elastics and get a small amount of growth even tho it might not be sufficient to correct my overbite since these remaining few months of growth won't fully fix it
B. Not wear them at all and go for the BSSO (this might lead to more development and a better profile, I'm not sure)
C. Half-wear my elastics so that I stay recessed just enough so he sends me to the surgeon, while still getting some benefits from the rubber bands to get both outcomes and maximize my jaw's growth

indirectly, it influence how the jaw is going to develop so more forward. i’d just like to know if an bsso is better than those elastics and what i should go for
