The Bundeswehr will be modernized completely. Germany will become the country with the third-largest military budget in the world after the U.S. and China, with a considerable gap to the fourth, India.

Not really, Germany has a big population, even with a low birth rate there would be enough soldiers to be able to defend the country. Russia doesn't have a higher birth rate either. And it's not only about manpower, military technology is very important too.
