Solution
Dye the brows a couple shades darker than your hair (dark brown or so) before getting on minox.
If they still look like shit, then consider minox.
That's what I'd say personally.
If you want to grow hair only on the brows, topical ofc.
If you want to grow hair system-wide (scalp, brows, lashes, facial hair, etc.) then look into oral and its sides.
If you do end up taking topical, beware of the temporary shedding phase. It's normal, don't quit when you go through it.

Eyebrow pen would be useful if you had patchy spots that you wanted to fill in.
I don't think you should use it if your tryin to make your whole eyebrow darker.
Just dye them, people won't care as much as you think.
And either way, you'll have ascended.
