If your chest still looks puffy even when you’re lean, you might not have a fat problem you might have gyno, which this thread should help you not only figure out how to tell if you DO have gyno, but also details about gynecomastia surgery

IMPORTANT THINGS TO KNOW.
Gynecomastia ≠ chest fat.
Gyno isn't fat, it is the enlargement of male breast tissue caused by hormonal imbalance, genetics, certain medications, or body fat distribution.
Getting lean before surgery is important
Only get the surgery if you've been told it is gyno and if you have gotten lean and the fat in your chest has stayed.

Make money and afford a good surgeon.

Fat can shrink with weight loss.
Gland tissue
cannot.
Meaning that even fat loss will not be able to get rid of your gyno
(Despite what everyone's parents say.)

Think you have gyno?
• Puffy nipples even when lean
• Firm rubbery lump under nipple

Eat at least 5 eggs / day and do push ups incline chest exercises should go away in 3 months

This is always said, yet for more extreme cases of gyno it doesnt go away with just working out.

You could take a SERM Like Tamoxifen or Raloxifene. Both work for Earth Stages of gyno - more precisely before the glandulare tissue Starts to get fybrotic. anecdotal evidence - ralox should be superior.
