Yes it's effects are near entirely dependent on the provider. Derms and medspa don't want to take on any risk, so I wouldn't expect any results from co2 from those places.
You'll need to have a plastic surgeon do it, if your luckily you'll find one willing to do full field ablation co2 instead of fractionated. But you can get decent results with fractionated so long as they jack the lasers settings up high enough.
