it’s a genetic trait, can’t be done without surgery, maybe if you wanna hide improve atleast the eyebrows, for people to look at something else.

You have probably have facial dysmorphia and overanalyze your facial features though. So realistically just focus on skin care and improving your elasticity around your eye area.
