Help me with this eye area

My aegyo sal is darker than the rest of my skin tone which I don’t know how to fix. Any suggestions?
I have somewhat naturally hooded eyes but want to get a better eye area.

I’m 100% sure it’s the sals. I have poor under eye support so My only option as of yet is a orbital implants. One thing I noticed, is that on my father side they have a similar eye area and have these darker under eye area aswell. I’m going to have to consult with a specialist and see what the options could be I presume
