Maybe if he had a better lower third, maxilla and tfwhr. Hexum's skull, lower third and lips are a lot more dimorphic and the difference in their eye area isn't even that big. Drago's eye area also has a lot of flaws including his eyes being too small, medial canthus length, eyelashes and slightly wider-set eyes.
