If National Socialist Germany had won, the Muslim World would in all likelihood be better off. Germany would've done they're thing and the Muslim World would've done they're own thing. Hitler was first and foremost concerned about his own people and his own country so the Havara agreement was a good tactical decision to try and get International Jewry off his back while he tried to rebuild Germany. You're right Hitler didn't care for the Arab World. I view that as a good thing tho since he wasn't interested in interfering in their affairs.
