Those eyes are "hooded" by definition, but shitty periorbital fat pads makes it look incomplete on the outer part of the eye;

Is this a thing? Does such case have a specific name?

What to do to give full hooding then?

Upper eyelids fat grafts? Other?

What about pheno? I could lose some weight and improve my diet, could fix skin issues if I'm serious about it, and face will slim up with weight loss, hopefully I'll she'd all the cheeks fat

Full bone hooding would cover the entire browridge so you wouldn't have exposed eyelid corners. Either way, there is no aesthetic difference between exposed vs non-exposed 1mm eyelid corners...

Your skin issues are unfixable. It's blotchy and due to bad genetics. Only hope is tan enough to hide it.

true i much rather prefer fat hooding for motion but at the end of the day doesnt matter as long as your brow ridge is good
