How bad is the skin around my eyes, and what can I do to reverse/improve it?

Ignore the subhuman nose bridge I just want to know how bad my hollowing and discoloration is along with what I can possibly due to reverse it. Currently wanting laser resurfacing, but Idk if it's viable enough or will end up bogging me.
