How can I get a close shave?

Every time I shave I have stubble that comes back within a few hours. This is a problem because I have brown skin which when matched with the colour of my stubble gives me a very dirty appearance. I don't look like this within the first hour of shaving. I use a cartridge razor, will a safety razor help my situation?

Not at all and I'm ethnic so yeah my beard grows this fast. But I know that the sooner you grow a beard the sooner you will bald.

There a youtuber called Nick Shell who is basically obsessed with norwooding. He has this theory that the younger you were when you grew a beard the earlier you will bald. Every time he sees an older man with a good hairline he asks them "when did you start growing a beard" and it is always usually pretty late.
