how can i lengthen my lower third and shorten my upper third?

if theres any softmaxxes they would be appreciated but i assume not. my thirds go:

Upper: 35.2%
Middle: 29.1%
Lower: 35.6%

These are not perfect measurements but rough. For reference I measure from:

Upper: hairline - lowest part of eyebrow
Middle: lowest part of eyebrow - bottom of nose
Lower: lowest part of nose - end of chin

Let me know if my measuring is flawed and any fixes
