check if they're high or low set, if your browridge is straight or rounded, if all of this type of things are okay then it's fat.

looks extremely slight in these examples, the relevant fat is below the eyes and has the most relevant relationship with the lower eyelid which is what i implied. it wont change the drooping of the eyelid
