How do I fix my fucking eyebags

Does anyone know how to fix these damn bags under my eyes? No matter how much I sleep, how much water I drink, or how good my diet is, this shit doesn't move anywhere. Maybe very slightly, and then it returns to its original state. When I look closely, I see some slightly red marks near the corner of my eye, and I can barely see the veins. I don't know if it's a lack of fat under my eyes or recessed infraorbital bones. How should I even check what causes them for me? (Sorry for bad photo)

Recessed infraorbitals can only really be seen from the side so you'd have to send a side profile picture.
