How do I fix pigmented undereye area?

Like my eyes are hooded nicely with a good browridge but my undereye area is subhuman af with like darker skin underneath with lots of fine lines.
Would like a fat graft and skin lightening be the way to go?

I think this stuff should help with the dark spots and some of the fine lines around the area. I haven’t tried it myself though but I’ve seen good results online.
