Undeveloped from the waist down, but with good biceps, delts, traps and pecs.

How do i get this? It's my ideal body.

It’s such a unique physique, that’s probably just his genetics.
if you really want this you would probably have to go on a dirty bulk, then cut to about 15-17% body fat
