How do i lose the best amount of fat without any crazy supliments?

I have realized it's about time to go on a cut again, but i am struggeling. I've been 115kg on my "worst", and when i was that i cut down to 72kg. I then lost alot of muscle, but became substantionally leaner. The problem is that i am kind of skinny fat still. I then went on a "mini bulk" for about a year ++ and i'm now ab 83kg but still carry a lot of fat. I'm 185cm tall. I need good advice to lose the "skinnyfat" physique
 
130bpm 1hour elliptical in the morning and weights at night + calories
 
On my most aggressive cutting point i aimed for about 1450kcal for a day, what should i aim for now?
