I'm 16.5, so cant get surgery soon

Some people say hormones but that is just unrealistic in all ways
 
How do I make my lower third longer?
Drop to 10-12% body fat as fast as humanly possible without crashing.

Why? Because at a higher body fat your lower third looks short and recessed because of the fat pad under the chin and around the jaw. Once that fat disappears, your actual jaw length becomes visible and looks dramatically longer.
(So get into a 500-700 calorie deficit max, get in 1.8-2.2g protein per lb of bodyweight, get 12-15k steps EVERY single day, and finally, lift heavy 5x a week *especially squats, deadlifts, and neck work*)

In additive, if you want to see actual results chewing in order to grow your masseters is going to be the best way to go. (Chew mastic gum or falim for a minimum of 2.5-3 hours per day, two of those sessions must be on your weaker side only and chew like you hate your current jaw *so put real force into it with your back molars*) This alone is the closest thing to natural lower third hypertrophy as it builds masseter size and it puts a constant stress on the gonion and ramus which COULD lead towards SLIGHT bone remodeling meanwhilst you're still growing.
