How do I prevent my lips from drying out?

My lips are dry 24/7, regardless of season and weather, and they often peel. I have to use chapstick 4-5 times a day to keep my lips from drying. I drink about 3 liters of water a day. I also stopped licking my lips, but that didn't seem to help. Am I doomed to using chapstick 4-5 times a day for the rest of my life?

Maybe your lips have gotten soft from so much lip balm. Give it a break, it will probably get worse in the beginning and bleed but once it heals your lips will be stronger.
