How do you become talkative

Is it possible to become one of those people that speaks with everyone. e.g random small talk with strangers like waiters or some shit or do u need to be chad.

Well, if you're ugly/fat/short/ethnic/etc. it will be an uphill battle, since people won't want to speak with you - even waiters, bartenders, cashiers, receptionists and others similar persons who are required to talk to you, will keep the conversation as brief as possible and talk in a neutral voice at best, and if you will start asking too many questions or try to prolong the conversation, they will become irritated, condescending, etc., so you will get no positive reinforcement from these interactions to become more talkative.
