Without rotation there a few options for jaw surgery:

1. You get braces treatment prior jaw surgery. They likely to remove teeth, and move your whole teeth 'line' to create a bigger gap between your upper and lower teeth. After this they'll only move your upper or lower jaw, without any rotation to fill in the gap, so your bite will align.

2. They move both lower and upper jaw in the same direction, without rotation. It's like cutting the bones and 'sliding' both (can be inward or outward, depends on the patient).
